⑨．イギリス個人主義の源流－プライバシーの狩猟牧畜文化－

　皆さん新年おめでとうございます。今年も宜しくお願いいたします。
　年は変われど、あいも変わらず日英の懸隔を探るシリーズは12月からの年越しのテーマである「イギリス個人主義」の第2回目で開催したい。
　先月は私の経験から、「個性の尊重」や「プライバシーの保護」などに価値観の重点を置くイギリス人の生き方の実例を紹介して、日本人との違いを具体的に確認した。そこでお正月もさめやらない内に、今回は日本人の行動様式にも目を向けてイギリスとの文化、風土的な懸隔を探り、ひいては多分、日本と対極にあると思われるイギリス個人主義の源流みたいなものが探れればと思っている。
　それにつけてもなぜ、日本には「〝プライバシー〟が少なく、〝お節介〟が多い」とよく言われるのだろうか。両者を白い紙の上に並べて書いて見比べた。そして、プライバシーという言葉から連想できる概念を次々と列挙してみたら、次のようになった。「プライバシー→個人→自立的→本音を言う→多様な価値観→社会全体より個人を優先→変化移動的狩猟牧畜民族…etc」。
　同様に、これらの対極にあると思われる概念を1対1に拾い上げたら、「お節介→集団→他律的→建て前ですます→一様な価値観→個人より社会全体を優先→定着的固定的農耕民族…etc」となる。見事にヨーロッパと日本の懸隔が対比されておもしろい。
　私は日本とヨーロッパ諸国の間に横たわる幾多の懸隔の要因は、究極的には「プライバシーの狩猟牧畜文化 VS お節介の農耕文化」という、民族としての文化の源流の違いに帰するのではないかと、個人的には強く感じている。
【UKの歴史は異文化認め合う「連合合併」】
さて、今回はまず最初にわが日本人の、農耕文化に熟成された特徴としてあげた各項目について、簡単に補足説明を試みよう。次のカッコ内が、先述した農耕民族としての日本人の特徴的な概念であるが、皆さんは納得されますか。
　農耕文化の特徴は、米作りの例を考えればよく分かる。動物を追って移動する〝狩猟牧畜民族〟と違って、農耕民族はまず一定の場所に水田を作って定着することから始まる→「固定的」。また個人一人で行動するより、人手を出し合って共同して作業を行う方が効率的である→［集団社会的］。集団共同社会では価値観が一定の方がまとまりやすい→［一定の価値観］。集団社会では本音を出し合った、まとまりがつかない→［建て前社会］。一定の価値観は一定の規律を生み、自らより他から律されることが多くなる→［他律的社会］。また他律的集団社会ではプライバシーを守るのは至難のワザで、反対に周囲や他人の動向が気になる結果、ついついお節介をやくことになる→［お節介］……という具合である。
　一方、対極にあるイギリスのことも思い出して紹介したい。狩猟時代までに遡ることはなく、17世紀のイギリスではヨーロッパ各国に先駆けて、市民革命（ピューリタン革命と名誉革命）が勃発するわけだが、これは封建制の固定的、他律的な社会規制を嫌い、自由な価値観に基づく多様性の存在を求め、同時に認め合う個人主義思想が大きな原動力になっていたと言えよう。
　そして、この個人主義的思想は現在の「グレートブリテンおよび北アイルランド連合王国」いわゆるUnited Kingdom成立の歴史にもよく表れている。すなわち征服や統一という形をとらないで、イングランド、スコットランド、アイルランドの各王国とウエールズ公国の各地域の個性的な異文化を、お互いが認め存続させる「連合合併」という形態を取ったのである。
　彼らはオリンピックでは全体の単一チームで出場するが、記憶にも新しいワールドカップ等の多くの国際試合には、今なお各国が自国の国花等（例えばイングランドはバラ、スコットランドはアザミ）を胸にあしらったユニフォームおを誇らしげに着て、4チームが別々に参加している。またユニオンジャックと呼ばれるUKの国旗には、3つの王国の守護聖人のシンボル十字が、全部織り込んであり、連合王国のその名が正に体を表しているといえる。このように各国の歴史的個性、文化等を類型画一的な規範で埋没させることなく、お互いが大切に認め合うスタンスはいたるところに認められる。
【ハンコより自分自身しか持ち得ないサインを重視】
このように、〝個性的差異〟の存在は、他人からの干渉を嫌い、本音を吐いて、自律的生活を求める社会にあっては当然のこととして受けとめられ、同時に尊重しあうことになる、その〝個性的差異〟に関してGWのオフィスで経験した一例を紹介しよう。
　私は着任当初、彼らには珍しいだろうとも考えて、社内の文書に日本から持参したハンコを頻繁に用いたのである。ところが日本では伝統的かつ日常的な私のこの行為が、彼らには珍奇さと同時に怪訝さをもって映ったのである。私は実印の話もして防戦したのだが、彼らは世界中にその人一人しか持ち得ないサインと比較して、ハンコは模造にしろ誰にも同じものが入手できて悪用される可能性が高いことを指摘し、それが重要書類に安易に使われていることに疑問を持ったのである。実際にGWグループの内部監査では、彼らはハンコ自体の存在までを否定はしないが、たびたび、その使用上のセキュリティー向上について厳しく求めてくる。
　ところで差異を尊ぶ文化といえば、私はイザヤ・ベンダサン氏が著書『日本人とユダヤ人』の中で「全員一致は無効」とする、かつてのユダヤ社会の掟を紹介していたことを思い出す。ヨーロッパ民族の個性志向的発想の一つとして大変印象深かったが、それに比べて日本人は多少の異論があっても全員一致を理想として、なんとかまとめようとする傾向があるのではないだろうか。これはわれわれ農耕民族が集団理論に起因する類型化・同調化志向を有していて、個性を潰して全員一致することが共同作業上おしなべて都合がいいことを無意識、根源的に知っているからであろう。
　ただ、このような農耕民族的発想に起因していると思われる社会問題が、私には最近やたらと目につく。例えば「学校のいじめ」である。日本の学校ではなぜ他人と違う個性を持った子が、いじめの対象になりやすいのだろう？いじめのニュースに接するたび、むかし社会科の授業で習ったことだが、日本の農耕村落にかつてよくあったと言われる〝村八分〟という言葉が、あらためて思い出されてきて、全く嫌な気分になる。プロ野球でもホームランバッターばかり揃えたチームより、強肩、攻守や俊足など多彩な個性を持った選手を揃えたチームが強いではないか。われわれは各人が自分の個性にしっかりした自信と誇りを持って、集団や社会全体に貢献していきたいものである。

– – Origin of British Individualism, Privacy –

Introduction
A happy New Year! To begin with, I would like to write the second issue of British Individualism.
Last month, I confirmed the difference between the British and the Japanese introducing British ways of life, putting emphasis on such values as “Respect of Personality” and “Protection of Privacy”. This time, I would like to notice the Japanese behavioral patterns by which to explore discrepancies on cultural climate between the two, thereby touching on the origin of British Individualism.
By the way, why is it often said that in Japan there are little “privacy” and many “meddling”? I have written on a paper ideas associated with the word, “privacy”, such as “privacy → individual →autonomous → to say real intentions → various values → giving individual preference than overall society → various and moving stock – raising, hunting tribe, etc”.
Similarly, other corresponding ideas are “meddling → group → heteronomous → to say a principle → equal value → giving overall society preference than individual → fixed and unmoving, agricultural tribe, etc.”, by which it is compared the discrepancy between the European and Japan.
Regarding the cause of various discrepancies between the Europe and Japan, if I may say, it should be attributed to the difference of cultural origin of “privacy’s hunting and stock-raising culture versus meddling’s agricultural culture”.

UK’s History being United Combination
Firstly, let me briefly explain the ideas of agricultural culture which I have pointed out. Ideas in the following parentheses are distinctive ones that I have mentioned previously, and do you readers agree?
Characteristics of agricultural culture could be easily understood by the example of rice farming. Unlike the hunting and stock raising tribes, agricultural tribes start off cultivating rice field and staying at a given place → (Stability ). Labor requires a lot of work observing a manual throughout four reasons → (Fixing). Also an effecting labor requires man power instead of an individual one → (Collective work ). In collective cooperative society, a given value is easily put together → (A given value). Putting the society together is difficult if every body expresses his real principles → (Society expressing principles). A given value creates a given discipline and people tend to be heteronomous instead of being autonomous → (Heteronomous society). Since in heteronomous society, it is difficult to keep privacy and people pay too much attention to others, thereby they tend to be meddling → (Meddling), etc.
On the other hand, let me introduce the cases in England without dating back to stock – raising era, taking the lead of other European countries, in 17th centuries England, Civil Revolutions (the Puritan and the Glorious Revolutions) took place, and this could be regarded as being a big motivation derived from individualistic thought of seeking and admitting each other variety based on free value, because of disliking fixed and heteronomous social rules during the feudal period.
Also, this individualistic thought can be noticed in the history of organizing present “Great Britain and Northern Ireland” or the United Kingdom. That is, instead of conquest and unification, the form of “united combination” in that England, Ireland, Scotland and Wales admitted and allowed to exist each other’s different culture.
They send a single team to Olympic Game, but four teams proudly wearing different uniforms with floral pattern of each country such as rose for England, thistle for Scotland, etc. to many international games like World Cup, etc. Also, the national flag called Union Jack carries all three gardens’ symbolic cross depicting the United Kingdom. Like this, there are a lot of phenomena which show admittance of historical individuality, culture of each country without ignoring by unified rule.

Which is more Important, Seal or Signature?
Thus there is “Individualistic Difference” which has been accepted naturally where the society requires autonomous, self -reliance society with ones real intention of mutual respect. Let me introduce any experience in GW office regarding the “Individualistic Difference”.
While I was new after arriving there, I often used ” Hanko” or seal for inter-company papers, because I thought it might be interesting to UK colleagues. However, this traditional and daily practice, if it had been in Japan it would have been quite normal, invited their curiousty as well as dubious attention. Even though I explained about my registered seal, they showed a great concern about its being used for an important paper because it is possibly used illegally after being lost and stolen. Actually, at the inter-company auditing, I was often asked to deal with it carefully even though they did not deny its existence.
This reminded me of the passage which went on like this in the book entitled “The Japanese and the Jew” written by Izaya Pendasen, “Unanimous agreement is invalid”, a rule in the old Jewish society. This was to me very interesting as an idea showing European tribes’ individualistic thought, and compared with that of Japan, I might be correct that the Japanese tend to think it ideal to have unanimous agreement even though there exists some objections. I think that this is due to the fact that agricultural tribe like the Japanese had harmonious consciousness based on group thought and had preference in pursuing cooperative work.
Recently, there happens a lot of social problems based possibly on agricultural tribe’s thought, e.g.
“School Bulling”. Why in Japanese schools are children with individuality targeted for bulling? Whenever I hear the news related to bulling, I am disgusted with it because I recollect the word, “Murahachibu” or village ostracism that I had studied in the Social Study at school. In the professional baseball circle, the team consisting of all home-run hitters is inferior to that consisting of various individual players such as players with powerful throw and swift of foot, isn’t it? We really would like to contribute to group or society with a firm self-confidence and pride about our own individuality.
